The first circle of hell is the definition of boredom: Limbo. This is reserved for people who could not have known better. This includes people born before the salvation of Jesus (this presumably excludes anyone in the Trump administration but I wouldn't put it past them), miscarriages and infants who died before they could be baptized. ICE is likely responsible for some of the latter. These souls are doomed to a relatively mild eternity of looking up at Trump's Big Beautiful Ballroom but never allowed to enter.
