Continuing in the fine tradition of punishing people for being homeless, let's turn to Rochester. The mayor outscrooged Scrooge. He had a homeless encampment emptied during extreme cold weather and right before Christmas. He did this without warning either the homeless or the people who work outreach to them. Luckily workers happened to be on the scene to help people with temporary storage for their belongings. That may not seem like much but when it's all you have it means a lot more.
In another fine tradition the mayor claims that the city has been working with these people for six months in an attempt to get them into shelters. He has missed the obvious lesson that these are people who don't want or don't fit into shelters. So he placed the blame on the homeless themselves for not doing what he wanted them to do.
