Justice Stephen Breyer will announce his retirement from the US Supreme Court. This is unlikely to change the balance of the court. If the Democrats hold together (likely) they won't need a single Republican vote. McConnell might be regretting stopping the filibuster for Supreme Court appointments but he's got a packed conservative majority to comfort him. [NBC]
